Why does a rifle bullet drop down in its flight and then return upwards? A student tells me that the arc is concave down, not up.

So ---- the spent bullet goes zipping off into space?? :-> Unless you are talking about small fluctuations. I think this is a question you should ask your student to prove (on paper, not by bringing a rifle to school!).
