Please can you tell me the name given to the phenomenon which means that
water sits above the rim of a container.

Water molecules tend to bond to each other. When the glass is filled to the
brim, the bonds between molecules on the surface are stretched -- put under
tension. Thus the term, "surface tension" applies to the situation you
describe. You can learn more of this by typing the term into the Newton

The term is "surface tension". Very pure water in a very clean container
has a convex interface, so it is possible for the water to sit very slightly
above the rim, but not much.
